Veteran-Led. Results-Focused.
Purpose-Built for Disaster Recovery.

Shepherd Response was founded on the belief that disaster recovery demands more than just construction - it demands discipline, integrity, and a sense of mission.

Led by veterans and grounded in service, our team brings a unique mindset to this work. We show up prepared, organized, and ready to meet the challenges that come with federally funded recovery programs. From complex regulatory compliance to logistical coordination across dozens of active jobsites, we operate with one clear goal: deliver exceptional outcomes when it matters most.

Our Story

Shepherd Response was established in 2020 with a simple but powerful commitment: to help communities rebuild stronger after disaster. Our founding team, with deep roots in both military service and construction management, recognized a gap in the industry: the need for reliable, responsive contractors who could not only perform high-quality work but also navigate the complexities of FEMA- and HUD-funded programs.

Since then, we’ve completed over 600 reconstruction and mitigation projects across three states.
Our work spans everything from individual home elevations in hurricane-prone coastal towns to large-scale reconstruction programs supporting state and local governments

Built to Perform Under Pressure

Disaster recovery construction is unlike any other type of building—it requires speed, sensitivity, and strict compliance with federal funding requirements. At Shepherd Response, we’re built for this.

  • We’ve managed up to 135 active projects concurrently—without compromising on quality or communication.

  • Our teams are deeply experienced in the Hazard Mitigation Assistance (HMA), Hazard Mitigation Grant Program (HMGP), and Community Development Block Grant–Disaster Recovery (CDBG-DR) frameworks.

  • Our operations integrate modern tools like Monday.com and CompanyCam, ensuring real-time project tracking, stakeholder updates, and full accountability in the field.

A Reputation Earned, Not Claimed

We’re proud to be a preferred contractor for agencies such as:

  • Lee Cares and Rebuild Florida

  • North Carolina Office of Recovery and Resilience (NCORR)

  • North Carolina Emergency Management

  • Alabama Department of Economic and Community Affairs (ADECA)

Time and time again, Shepherd Response has been selected not simply for cost, but for our track record, responsiveness, and our ability to deliver quality work within program guidelines.

  • Scalable Capacity – Ready to support from 5 homes to 150+ concurrently.

  • Program Fluency – We don’t learn on the job; we’ve been there, built that.

  • Technology-Enabled – Systems that keep every team member, client, and agency informed in real-time.

  • Client-Centered – We communicate early, often, and clearly.

Our Mission

To rebuild what’s been lost - better, stronger, and with the kind of care and professionalism that brings peace of mind to homeowners, agencies, and communities alike.

At Shepherd Response, we believe in doing work that matters - and that includes creating meaningful opportunities for local subcontractors, tradespeople, and small businesses in the communities we serve.

We are actively seeking qualified subcontractors across multiple trades to support ongoing and upcoming disaster recovery projects. Whether you specialize in framing, elevation, electrical, roofing, demolition, or general residential work, we want to hear from you.

As a proud Service-Disabled Veteran-Owned Small Business, we are committed to fair and transparent partnerships. We prioritize local talent, Section 3-certified businesses, and those looking to grow alongside a team that values professionalism, communication, and quality craftsmanship.
